PL doesn't affect them as much as other audio tones due to the lower deviation, but it can affect them. I suspect that since your tone is fairly low (tone wise and perhaps deviation wise), the pager might not see it. Or, it just doesn't see quite enough of it to throw off the decoding. I also

Another part of that problem gets worse when any of the tones are distorted when transmitted. Improper level setting of CTCSS tones can cause them to distort. A distorted CTCSS tone will mix with the paging tones and cause problems with the pager decoder. Hope this helps,
