The problem is wind noise on the 147.240 duplexed repeater antenna.
Tower has a ladder with a wire rope safety cable running top to
bottom with a guide midway.
After using the IFR to generate a noisy signal, a soft mallet was
used to strike the antenna, tower legs, and finally the ladder.
I have Celwave units, brand new.. high quality, and cheap. $50.00 post paid.
We use one on our repeater, resultant sensitivity is .15uv.

I agree, this is NOT a reliable or secure way to control a repeater.If you
set the phone to auto answer and hang a simple touchtone decoder on the RX
audio, THEN it would be a decent controller.
What you have there is a simple but effective BOMB DETONATOR...(

I too have seen that but for some reason these do not have it. I'm, not
certain,
but I think these systems were assembled piecemeal and not ordered as a
system.
If that is the case the thermal switch was omitted.
Anyway your solution is very simple and inexpensive.
