If you prefer a GUI approach, Mediamonkey can do this, and I'd be amazed
if Foobar wouldn't be able to do it.

Repairing MP3-files is nigh on impossible. Easier to just re-rip or, as
you're not able to find the original CD quickly, re-buy ...

Same here, only ID3v2.3 UTF-8 for MP3-files. MP3TAG works under Wine on
MacOS X
Since you're on Windows, Mediamonkey might have a solution for the
transferring of tags

I've never used this addon for this purpose, but I can vouch for
mediamonkey as I use it for all tagging and library management

seeming insistence on lousy tagging. DxTxx.flac, very nice as a file
name, no info in the tags, only an accompanying text file. Lots of
manual work to set everything right ;)

nice tool: there's several community
