There are quite a few Windows programs that are able to do this, some
free, some not.
The most versatile, easy to use free one IMO is Mediamonkey, which also
allows it's functionality to be extended with user contributed plugins,
which range from tagging sources (MusicBrainz, Discogs, ...) over tag
inconsistency analysis to full-blown interaction with MusicIP & LMS and
acoustic fingerprinting (MusicBrainz, MusicIP). The "Gold" version add's
features which are of less use in an LMS-environment, but facilitate
dynamic playlist-generation among others (usefull to get e.g. a random
subset of your collection onto a USB-stick for car use).
Another very good free one is MP3TAG (download straight from the maker's
site) wich is also extensible, but not as far as Mediamonkey
