Same problem here. I'm trying to enter exotic characters, still getting
question marks using 2.8.2 on all our machines.
The characters I'm trying to enter are "UTF-8 compatible". Don't know if
this sentence is correct, I might not be absolutely sure of what Unicode
really covers.

I just tried entering Cyrillic text in the User Defined field of a cart in
rdlibrary; I saved it and opened it again, and it was all question marks.
This is in RD 2.8.1.

I'm so embarrassed that I've waited so long to make the test, but I
couldn't compile the code that Fred uploaded to test with.
Now that the fix is included in an official update, here are my results:
Now you can create a title in RdLibrary with the Danish characters, and it
shows up correctly, so
Spent two hours trying to compile on my test-mashine, but gets a mysql
error. I will get back to this, as this is a much awaited update

I imported a cart in the Library with something like this as title
"çò@§àù+è*". I played it and the output file was ok!

Everything has always worked just fine with the RLM udp plugin, with
almost all kinds of characters (french accented ones, north european, etc.).
So this one does not need testing, I guess.
