I concur with Kendric,
I have run RT on Ubuntu since 8.04. I recently upgraded from 3.4.8 to
4.0.17 and found it much easier to install it from sources on 12.04 than
use the repositories.
I would suggest a clean 12.04 and install from source.

A little more information.
If I run through the setup screens that are presented because RT thinks
there is no initialised database I get my new RT with the theme and logo
etc but it flips between that and again going to the login screen. Of
course this overwrites my RT_SiteConfig.pm but I'm
Just a heads up that running the make upgrade-database on an upgrade
from 3.8.4 to 4.0.17 worked flawlessly once I successfully restored the
DB from mysqldump.

I've exactly this scenario and have for months been trying to find the
time to do pretty much exactly this.
I'm on 6.8.4 and was going to move to 4.0.4. Now it's 4.0.5 and I'm
still running 3.8.4 because everything has to be done in 'one fell
swoop'. I did manage to get the data migrated

I should qualify this: I can create users without an email if I
manually go and add a user. What I want to be able to do is add a user
name in the Requester field when creating tickets and have that user
created as it would were it an email address.
