Have you tried using Nicolas Chuche's EmailCompletion module? (It's
available from CPAN[1].)
It would give you the feature set you have detailed, minus the access to
Exchange and its address books.

Hi Chaim,
I had that problem also (with the same platform - OS/httpd/db/handler),
but I was upgrading from a previous RT install (3.4.x). Once I upgraded
my Perl modules via CPAN, all was good again.
