I wrote this check because my smtp2pop3 com check freezes. I first

2) Hangs on a URL check
In the gui; I can press stop -- and the gui responds, however, it
doesn't actually stop the service.. Likewise pressing 'start' doesn't
restart anything.I can edit, delet
well; it's not really "Hung" the gui still responds; but doesn't "do"
anything. (stop/start doesn't fix it) a net stop salive is the only way
to get it going.
I set it to restart the service; we'll see if that helps.

Windows services has the functionality to restart the service if it stops
working and reboot if the issue continues. This is what we use and it seems
to work fine.
Also, you can get a 10 node or less free copy of SA to monitor the monitor.
