This Answer to this is to build a SaaS web front end wysiwyg dev kit ontop of Heroku or Engine Yard. That way all of the dependencies and back end database tools are already in place and node.js etc are all kept up to date. Would need fast broadband though and local replication with Git / GITHUB

Darren, No this is not correct, anyone can start a kickstarter campaign. In addition when it comes to crowdinvesting there is nothing stopping an Australian startup creating a Delaware based corporation and then raising money to fund their development for the team based in Australia...
