files from the LMS `lib` and `CPAN` folders for which an equally named
file exists in your system's Perl vendor path (for version 5.28 that
would typically be /usr/lib/perl/vendor_perl/5.28).

Yes: the wrong Perl is being used. Either wrong version (not Perl 5.18),
or wrong architecture.

You should check on the PCP thread but IIRC I think because of 32 bit
legacy (which may change) LMS cannot use more than 2Gb.
2GB is already twice the 1GB of a Pi3 - which is a lot more ;-).
So on a pure LMS/PCP no point to 8Gb or possibly 4Gb.
Would the 2GB limit be per process or overall?
