So it means you are already running one instance of kamailio. If this is
the case then
killall kamailio and try again.

It is stateful, ofcourse except the ACKs which are sent statelessly (using SL
module).
If you want to see the difference, try an example shipped with the product. The
latter uses SL module.

blocks related to this module. I recon there is also a dispatcher.list (if so
remove any reference to it in the cfg file)
