So, I just fixed this using the binary upgrade script at http://www.qtopia.net/modules/mydownloads/index.php (Qtopia update for Neo). The instructions there are wrong -- it actually needs to be run from the USB host machine, not from the Neo at all. But other than it worked. I'm still getting
