FYI the normal/default Windows installer for 2.10.7 ("pidgin-2.10.7.exe") is misbehaving. We've temporarily removed it until we can figure out what's going on. In the meantime you can use the full offline installer, which is equivalent: https://sourceforge.net/projects/pidgin/files/Pidgin/2.10.7

I think the answer is "mostly yes." I don't see XEP-0068 or XEP-0082 listed at https://developer.pidgin.im/wiki/SupportedXEPs , but that doesn't necessarily mean they aren't supported. Additionally, just because something IS listed doesn't mean Pidgin provides 100% of the functionality from that
