using SSL and apparently SVG need the images to be
downloaded to the client before they are displayed in the viewer.
Changing my caching policy for those pages seemed to do the trick.

Also, try different viewers and see if the behaviour persists. IE+ASV,
Firefox, Opera, Safari and Batik (http://xml.apache.org/batik/)
squiggle are all options.
