I wasn't involved in making our own OEB module.
Perhaps it was Chris Little who made the 2012 module?
I just started to examine the USFM files for the OEB, and found that some of
the USFM is of rather poor quality.

verse lists?

You can fix this relatively straightforwardly by making use of the sword
engine. It provides you with a reference parser which does all the required. I
use it with reasonable success when making modules. Human input variations
clearly can make this a messy affair though.
