No. The underlying sync implementation is the same.
We WONTFIXed Tab Groups support; that feature is just waiting to be removed
from the browser.

contrary to the old sync, tab groups and windows will be synced now,

In option 1, groups and windows could appear as subdivisions of
locations, in turn containing the tabs.
I don't see how to show groups and windows in option 2.
The mega menu could subdivide tabs on other devices.
