Is it correct that volume cannot be adjusted and set within JAWS, but instead
only with the system volume or physical volume controls on the computer? If it
can be set within JAWS, how is this done?

This is only true with Eloquence.
If you are using Vocalizer or SAPI speech, you can adjust volume of the speech.
To do this, press Insert-j for the JAWS window. In the options menu, select
Voices. Under that
