The problem with lat,long is that it will be confusing when you plot
it in a cartesian plane.
Mathematics convention is x,y (hence long,lat) and this becomes more
confusing if you use a projected coordinate system like UTM (Easting,
Northing).
For a bit of history, the lat, long order came from

It might be better to divide the data also along geographical lines. For
example, by provinces and then divide the data per province into smaller
chunks like Ilocose Norte 1, Ilocos Norte 2, etc.
I think chunks of 100 is much more manageable. I certainly don't think I can
process 500 schools

I think the common issue for the Philippines is the third case in the
first image (coastline with detailed but inaccurate approximation).
When we started the coastline correction 3 years ago, there was very
little hi-res imagery. For my part, I did most
in the Philippines.
Please have a look at your own patch and verify if some of the
corrections are indeed valid.
