I *think* the short answer is that you don't have to include the address
point node/way into the interpolated way
I dont know whether or not its the correct way of doing things, but I

I agree with most of this.
One very useful thing I've found tho is the (off the top of my head)
tiger:name_type=aly
seems all the alley's got imported as highway=residential - at least in
my area - so the tiger tag is very useful for doing a JOSM search for
all alleyways and changing them

(same as the websites). I got a feeling you got an old cache at the
further out zoom - Andy made a style update that made it more
accurate, so yes trust the red more than the green right now.
