for OSM. It is built for a certain admin

The main goal is indeed to help.
It should help in finding the correct business for an address / shop and
another checkpoint.
Example: the current notes in Brussels ;)

Apart from the license, there is also a quality issue. From what I have
seen iny own use of the data, it could be a help, but not much more than
that.

Nope, we can't. The license is incompatible with OSM. It's too
restrictive.
