Andreas, Living streets are very rare in Brazil. I think most of those streets you mentioned are guaranteed to deserve highway=residential or a higher classification instead. Indeed some people use highway=living_street with a slightly different meaning in Brazil, but this can be a bit controversia

Good evening, while mapping in Itanhém (Bahia), I found all streets in the city, except the main state street BA-290, tagged as living_street. Those streets that were missing and I added today, have been tagged as residental by me, resulting in a city with mixed sort of streets now: http://www.ope
