The wiki ( http://wiki.openstreetmap.org/wiki/Tag:highway%3Dspeed_camera ) suggests that highway=speed_camera is only appied to nodes, as obviously if it was applied to a way then it would replace the highway=motorway/primary/secondary tag. I can imagine two possible ways to handle average speed
