P.S. If there is anybody interested in getting final production
ready routable Garmin img files for S.A. - just let me know, I can
upload them to public space. (img file at Cloudmade is error file
which is not too usable for non mappers).

files. Those are so called „error files“ indicating error places on a
map so that you know where to go and do a survey. This is why they do
not display well :)

(say highway=unclassified/tertiary surface=unpaved)?
P.S. As an additional benefit (I'm not proposing to mark for
renderers) those roads would be visible in a higher zoom.

You can use different external sources to do different types of comparisons:
1. Garmin (or any other commercial) map: compare length of roads,
number of poi's, addresses.
2. Municipality data: take lists of street names and calculate how
many of those exist in OSM (how many streets exist in OSM
