I looked at a few things but it seems like #TiddlerTweakerPlugin will
do the magic.
Made a backup of the TiddlyWIki first.
Ran #TiddlerTweakerPlugin and select everything prefixed with
#QuickEdit... and let it go...
Opps in hindsight that was a little overkill so now i got absolutlely
no commands

In the right panel there is a tabbed index. The last tab is more.
You choose the last tab, which is called shadowed.
Open the tiddler ToolbarCommands.
Originally it looks like this (plain TW):

If I understand you right the 'done' button must have been lost either
by deleting the following - or parts of it - from the EditTemplate:
div class='toolbar' macro='toolbar ToolbarCommands::EditToolbar'/
div
- or something from the ToolbarCommands tiddler:
|~EditToolbar|+saveTiddler

If you use the bookmarklet 'NukeShadows' it will delete all adapted
shadowed tiddlers. Though also some which you wouldn't want to, like a
custom StyleSheet or PageTemplate. Though you could always revert
these
