You may be looking at the wrong TOS_Msg def... The 'regular' one is in tos/types/AM.h and is used for mica2 and UART messages. The lqi field is part of the 802dotWhatever header used by micaz and others. See local versions in, e.g., platform/micaz/AM.h. Sorry, but I dunno who should fill it in.
