In my case, I have 4 tomcats, 2 running locally and other 2 remotely. I have noticed onething here.. Loadbalancer is giving preference only to local servers. If no local server available, then it loadbalances all the remote servers perfectly. So basically, it is forcing us that we can only do FAIL
