When you're suspecting a connectivity issue on the Windows side, one of
the first things to check is that Windows recognized your network as a
private network instead of public. On Windows, see
Settings->Network->Status.

I second the powered speaker suggestion. At my weekend cottage I use
these connected to a touch and I'm very pleased. It more than fills the
main living space of about 30 feet by 20 feet. I think they exceed your
stated budget however.

I've successfully used one of these with a Squeezebox Touch

It sounds fine with bookshelf speakers.

Also - you might have to enable older SMB protocols for the client on
your Windows machine.
That might not make much sense ... but take a look at the section
titled
"How to detect status, enable, and disable SMB protocols on the SMB
Client"

At which point in the process did it not work as expected?

I second active speakers. I bought a ex-demo pair of Acoustic Energy
AE1's and the sound is absolutely stunning, as all the 5 star reviews
suggest. They give you four 50w amplifiers, active crossover and
bi-amped ceramic cones in gorgeous emclosure's. All you will need is a
pair of interconnects

Have you considered active speakers? If it weren't for my turntable and
the fact I'm pretty happy with my system I'd go for active speakers and
get rid of the amplifier.
On the other hand, I'd recommend these sources to look for the best
amplifiers or active speakers:

people have troubles with that configuration but its working great with
me)
With your advice, a few years ago, I succeeded in establishing a
connection to my hard disk from my laptop, in order to add some music
