comments I have a HP laptop as well (EliteBook 840 G3).

Disabling DNSSEC appears to have solved the problem.
(I had to manually create /etc/systemd/resolved.conf.d/ before the command
would run)

This bug is quite annoying as it means that the modem-manager GUI will
not run unless you do something like:
mv ~/.local/share/modem-manager-gui ~/.local/share/modem-manager-
gui.old

I don't think that that failure is related. It's about the dbus daemon
crashing:
(dbus-test-runner:7274): libdbustest-CRITICAL **: DBus Daemon exited
abruptly!

I have been trying to reproduce the bug in most of the devices in
different ways (screenshot, sms, telegram), but no luck.
@all, is there anybody still experiencing this in OTA-12? If that is the
case, and you can reproduce easily, please do in your phone:

sudo sh -c '> /var
Just to let you know I've not experienced this bug in OTA-12 yet. In
OTA-11 it happened very often.

I have noticed this problem on 2 machines upgraded from Ubuntu 14.04 to Ubuntu
16.04, when trying to boot the upgraded system for the first time. The really
bad issue is that after timing out, the system is going to hang with messages
like:
