Looks like this has something to do with systemd,
with zVM boot with 5.4.0-33, I can still reproduce this issue:

I tried to remove the /etc/systemd/system/systemd-timesyncd.service
symbolic link to /dev/null by following this post [1]
After that it's complaining the service was not found:
$ sudo systemctl start systemd-timesyncd
Failed to start systemd-timesyncd.service: Unit systemd-timesyncd.service not
f
Re-install systemd-timesyncd seem to fix this issue.
However while trying to install systemd-timesyncd the ntp package will be
removed.
Maybe we're using ntp instead of systemd-timesyncd on Focal s390x by default?

we just found that it's because we have universe -proposed enabled on that node
only. (Which should be disabled for our SRU test)
On other instances they're still using the old test case from

Re-open this bug, the reason why this was not reported for a while is
because of bug 1788574.
On the first attempt we tried to run the test, and it hangs with this issue.
The second attempt this test will fail due to the container already exists.
The the container properly removed, this is hittin
I tried the following on a s390x LPAR instance with Bionic 4.15 kernel:
$ sudo lxc-create -t /usr/share/lxc/templates/lxc-busybox -n test
$ sudo lxc-ls
test
$ sudo lxc-start test
$ sudo lxc-attach test
# Make sure the container is running here
# Use another terminal on this instance to do lxc-stop
ubuntu@s2lp3:~$ dpkg -l | grep lxc
ii liblxc-common 3.0.3-0ubuntu1~18.04.1
s390xLinux Containers userspace tools (common tools)
ii liblxc-dev 3.0.3-0ubuntu1~18.04.1
s390xLinux Containers userspace too
Note: s2lp3 here is our Bionic s390x LPAR instance

Hello Hans,
You can just remove the vivid kernel by removing those packages that the wiki
page ask you to install.
And reboot, you will be running on Trusty kernel again.
BTW the Vivid kernel will reach EOL on Aug. 2016, see:

It still report that the WWAN is enabled, which is quite confusing.
