[ubuntu-art] New Theme every LTS release

I'm not sure if this has been discussed before, but i've been trying to think of ways to get new, better themes into Ubuntu. What i mean is, every release, we see beautiful mockups, but nothing ever comes of it. I think something needs to change so that these mockups have a chance of getting

Sorry if this is slightly off topic but I read a while ago that Metacity was adding composite features like transparency, etc. When will this be available? Does this mean that at some point we may be able to get all the features of compiz with metacity and be able to ditch compiz fusion? This
