As it was in main before, the translations were stripped and the package

You were right the general 'get kubuntu' page still showed 700MB before the
release selection, thanks for pointing that out. It's now removed, and the
actual download page does show the correct image size.
Looking at Ubuntu I can't find any mention of the image size until you start
downloading
