Ok, I see it now. So the is_enabled() is checking if the driver in the
xorg.conf file (from device section) is the same as the xorg_driver,
which should be true (nvidia for both).
So is_loaded() must be returning false, but...

An alternative fix, is to update your repositories to feisty and upgrade
``apt'' (sudo apt-get install apt).
Then add the line ``APT::Acquire::Translation none;'' to
/etc/apt/apt.conf
This resolves the issue of apt trying to get non-existing translation
files and Update-Manager now continues.

Obviously keep in mind you may have a faulty DIMM slot or motherboard.
Although this is less likely than a faulty DIMM.

I'm not an Ubuntu developer, but it seems to me that this bug is serious
enough to block the 7.04 release. Networking only works on the most
trivial configurations, and it will stop working on systems where Dapper
and Edgy worked perfectly. In other words, it's a serious regression.

Please use http://www16.plala.or.jp/mano-a-mano/i810switch.html for
switching between main display and external monitor on this Acer
machine.
Rejecting this since it is most probably a hardware issue. I had the
same acer machine not so long ago.

In the savage man page there is listed some options that you might try
out in order to narrow down this problem. Can you for instance try:
Option BCIforXv false
Is your kernel panic related to the savage driver? Can you try
disabling DRI, or try: Option BusType PCI
