it's all been done already and Ollie and Scott have made great progress
in getting the boot speed fixed.
I think they've got the boot down to about 90 seconds now, which is

To the line that begins with:
STOP_SERVICES=...
add openvpn to the line.
I assume this should be considered a workaround, not a fix.
