scroll wheel or really modify the mouse settings in any way (except for
left-right orientation and pointer sensitivity) through the default

I believe it is Debian bug #516196 [1] which has been fixed in Debian and
Ubuntu Karmic (9.10).
In short, you have to upgrade your fpm2 to version 0.75 or lator ones.
fpm (GTK+ 1.x) is no longer supported.

The current version of the package has a po.old/ directory that doesn't
contain no .pot files.
Looking with diff at the po files contained in po.old/ and po/
directories, looks like those files are identical.
Please remove that directory or merge
same here.
