This didn't work for me because I have `APT::Install-Recommends "0";`
set under `/etc/apt/apt.conf.d`. I had to explicitly install this
package by hand. A better solution IMHO would be to make this a required

1. test if it's fixed in the latest mainline release (currently 3.2.45)
2. identify the mainline release that broke it (either 3.2.38 or 3.2.39)
3. bisect the bad commit
