I was able to fix my issue by force removing openssl (dpkg --remove
--force-remove-reinstreq --force-depends openssl), purging the config
files, and reinstalling. I had to also reinstall everything that
depended on openssl, but I found instructions on how to do that before I
did the force removal.

To future readers: if you're still seeing this, make sure you have the
file `/sys/kernel/mm/lru_gen/enabled` and its value is `0x0007` (it's
just the one I tested). AFAIK kernel doesn't enable MLRU by default; but
at the same time AFAIK all major distros enable it in their kernels.

however d-r-u claims that upgrading from those releases -> noble is
unsupported. You also can not upgrade to mantic anymore, so you would need to
manually change your sources

Good suggestion from the discussion with Ravi: Require all noble SRUs to
