That is because you had the package gutenprint-locales not installed when
adding the printer - could you retry after installing the package and re-adding
the printer?

Well, it is useful, but we could do better if we would ship the
gutenprint.po file in langpacks, and we would put it into the directory
this package uses. More locales than upstream, more updates, and most
importantly, translations would be used even if one forgets to install
an extra package

Looking at https://launchpad.net/ubuntu/+source/sane-backends it seems
that nowadays the orig.tar.gz file contains po/$LOCALE.po files, as
opposite to the sane-backends.$LOCALE.po in Karmic. The template is
imported, and contains the same amount of messages as in the tar.gz, so
