I would suggest that you install linux-oem-5.10
(https://launchpad.net/ubuntu/+source/linux-oem-5.10) and see if this persists.
This is the kernel shipping with the "newer" models and has an updated graphics
driver.

I had another OS installed, and have had 17.10 installed for a number of years
without issues - which was an upgrade from maybe 16.04.
I have now tried 3 times to install 20.04 as a clean install over 17.10, and
both those attempts resulted in the system rebooting into grub

I've experienced this as well.
Using kmix, I was able to enable the capture device. I was unable to
enable it using either gnome-volume-settings or alsamixer. The device
stays enabled after kmix exits.
This should probably be filed under alsa or gnome-volume-settings, but I
can't figure out how
