As I said on IRC (#ubuntu-artwork), I can fix this bug by adding
'.menu,' just before "Genericmenuitem .menu, DbusmenuGtkMenu .menu," on
gtk-widgets.css:1045 but of course, this is a problem for other apps.

Yes I understand that gnome-desktop-item-edit should be part of another
GNOME package but here is an Ubuntu specific solution to fix this bug by
simply separating gnome-desktop-item-edit and gnome-panel (just like
libpanel-applet-4-0 and gnome-panel-data which are available on
separated packages).
@Jeremy: is it really an upstream bug?
Here is the solution that I'm proposing:
* Create a new package in order to separate gnome-desktop-item-edit and
gnome-panel: lp:~matttbe/ubuntu/precise/gnome-panel/975299
* Replace gnome-panel by gnome-desktop-item-edit for Alacarte recommended
packages:
But is it maybe possible to move 'gnome-desktop-item-edit' in a new package?

I think gnome-panel and exo-utils should not be recommended by Alacarte package.
Indeed, Alacarte is a menu editor for the GNOME desktop but the Gnome-Panel and
