After reboot the phone will work fine again. I dont now how to reproduce, but my suspicion is, that multiple restarts of dekko (after moving from one network to another dekko does not to receive emails - see #1520693) causes the problem. At the moment dekko is the only app involved by this issue.

Nope, none. 2 is Stderr IIRC, there *is* terminal output, which would be STDOUT, there was the typical synchronization with ubuntu package repositories. Unless you meant to say 21 there shouldn't be any output if there is no stderr to capture. Assumed you were eliminating that by design to cast
