I upgraded my system to Hardy with improved ATI drivers. Now everything
works fine. I think the problem didn't exist with the static version,
but there was some other problem (speed? crashes? I don't remember.)

I have upgraded my laptop since then to one with an nVidia 8600GT card
and Blender is working fine on it. But as Ingo also pointed out, the
static version probably works fine.

Well, it has been working for me for some time now.
I don't even know exactly since when, but it works in windowed and
fullscreen mode now.
I do have desktop effects turned off, but I always had them turned off, so I
don't think it's the only reason.

I tried turning off Desktop Effects (System>Preferences>Appearance>Visual

On Gutsy Beta, this bug is (mostly) fixed for me: 3d view is fine,
widgets are only occasionally missing. However it crashes quite
frequently now (bug #148037).

The bug persists in blender-2.44 from blender.org (python-2.5). The
static MesaGL version is fine though. (Almost actually: With desktop
effects enabled, it is semi-transparent...)
