This is still resent with latest Intrepid and latest 2.6.27 kernel.
Upon issuing a restart from within KDE, the system restarts and hangs on
the itCO_wdt. If I shutdown completely, this works as expected.

This bug persists in Hardy (8.04), and can be fixed permanently by
adding 'reboot=b' to the end of the line that begins '# kopt=' in
/boot/grub/menu.lst. A patch for the bug was sent to the lkml some time

On further investigation, it seems that the bug has been fixed in the
linux kernel source as of version 2.6.23:
