Changing dynamic_ownership = 1 in /etc/libvirt/qemu.conf seems to solve
the issue. When the vm is stopped ownership is root:root, when started
becomes libvirt-qemu:kvm.

Hi - you say you normally use LVM. Does the same thing happen if you
use a raw or qcow2 image file?
Can you please post your /etc/libvirt/libvirtd.conf and
/etc/libvirt/qemu.conf?
