I have a Dell Latitude D620 and the same problem.
After booting, the Gnome Panel is displayed at the right position (at
the bottom of the screen). It doesn't matter which screen options were
chosen, i.e., whether an external screen is connected or not - after
booting, everything usually works.
D630 seems to have intel graphics. Hardly a bug in xrandr-the-program.

I've noticed this problem a lot myself; I suspect it may be an issue
with how gnome-panel reacts to xrandr resize events. Adding gnome-
panel.

The behaviour is known, the moving up of the panels is so they show on
the projector screen. The computer won't detect the projector screen has
been removed until you press the video buttoin on the laptop, or
perhaps close / reopen the lid.
