Thanks Serhiy, it worked too with Slackware 13, but with a few changes:
1 - The pearl scripts are in /usr/share/apps/knetworkconf/backends
The path to be changed is the same :
/usr/share/apps/knetworkconf/backends
2 - Some files has too the field $FILESDIR = "";
it should be replaced by : $FILE

Hmmm, that is true. Although NetworkManager is independent of KDE, so it
should be perfectly possible to have a command-line control of it (and
indeed there may already be such a thing, although I don't know about it).

means network starting work only if KDE is running. That result is not
what Kubuntu-Ubu
Would it be accurate to suggest that kcm_knetworkconfmodule is due to be
dropped, as networkmanager 0.7 now seems able to do much of the
configuration that knetworkconfmodule once did? Its interface in Kubuntu
intrepid is rather poor, but I seem to remember seeing that someone's
making a nice plasm

Nope. All that does is makes it appear in systemsettings. The bug is
still very much present even if it does appear in systemsettings, and it
was disabled on purpose by KDE to prevent it from showing up since it is
broken.

In order to resolve problem with displaying knetworkconf in KDE 4.x
system settings need to change header of
"kcm_knetworkconfmodule.desktop" file to be following:

I've spend some time investigating this issue and I have some additional
details to add.
The problem seems to be not with "knetworkconf" gui code (C++ code) but with
perl code of backend.
When I run
.../backends/network-conf script I see following errors

Confirmed on Hardy with KDE 4.0.4. Marking High importance since this
prevents people from configuring static network settings via the GUI.
