There is not information in this bug report to be able to debug this
issue. I also think the original problem has been corrected for a little
while: if you try a Natty Live CD session, install network-manager-vpnc
and import a .pcf file, the group password should now be imported.
Any other issues
I am seeing this bug in the 10.4 official release. It started for me
after I added network-manager-openvpn-gnome. Why this OpenVPN package is
affecting VPNC tunnels, I can only guess.

network-manager-vpnc does not recognize group secrets from cisco .pcf

I'm also seeing this in the latest lucid updates. vpnc works fine
standalone but fails via network manager. Worked in 9.04

How is this invalid, if you have to do a restart without being told? it
worked without any problems in 8.10 and now it does not like it's
supposed to. If you are required to restart, you should at least get a
hint for that, let alone enabling it to work without a restart.

network-manager-vpnc
I too had this problem and can confirm it is fixed by a restart.
Marking invalid.

Today I tried to connect again and it worked. There were no patches or
anything installed (at least I did not enter my password), and it works
now without a change. Possibly you need to restart to get it working.
Could you also try this Timothee?

I confirm, a restart is needed, it works after this, without any update.

I've been able to reproduce this issue, but it has nothing to do with the .pcf
import
With the same settings on network-manager-vpnc:
On Ubuntu 8.10 everything is fine
On Ubuntu 9.04 RC : using the nm-applet result in the same error (VPN
connection error: VPN connection could not be established
