("Global menu doesn't work well with more than one screen"), which
certainly does have design implications.
This bug itself is probably more technically, just refreshing the height
used in calculations to be that of the local scree
I want to add that the solution to this problem isn't a purely technical
one. It needs input from the interaction-design side of things. How
should the panel and launcher behave and speard with different monitor-
setups, considering the possibilities of interaction with mouse, fingers

I'm not sure how much it's relevant, but since I'm looking at bug 675862
which is similar: I think the launcher should be handled in a similar
way as the panel would be. As such, the code I have to far for bug
675862 resizes both the panel and launcher to the size of the monitor
they are being show
