Yes Its a version of Debian customised for Indian Languages by CDAC and is available in Desktop as well as server. However the Linux kernel is quite old - uses 2.6.22 kernel while Lucid uses 2.6.32. So probably (?) EXT4 support will be lacking. Also no idea about what programs are bundled with it.
