Been running, testing, re-installing and rebooting a lot of times since

I've noted that in
/etc/cron.daily/spamassassin
there is umask 022 to updated the spam assassin rules, and consistently
"the system" will fail to install or fall over if login.defs is changed
to 027 on reboot

I updated my 12.04 to 14.04 with no problems and then recently I decided
to increase my security with various tools like tripwire, ,tiger and
lynis and one of the "recommendations" was to tighten up the security on
gcc

Thanks for your reply, Thomas. I now agree that it is the maintainer's
choice as to which of the proposed implementations should be used. I've
made a separate branch with the more complex conditional and attached it
to this ticket.
What's the next step? I'm new to the whole ubuntu package
I don't really understand why we need to add a conditional at all. It's
always safe to run resolvconf -u one time too many; but running it one
time too few will introduce subtle bugs (like this one).
The proposed conditional only suppresses running resolvconf -u if
ENABLED=1 and resolvconf is not
I agree that the postinst is a better place than the init script to run
resolvconf -u.
I'm not sure that it should be conditional on IGNORE_RESOLVCONF though -
given that the update script will be run next time anything touches
resolvconf, what's to be gained by not running it in the postinst?

Yes, if resolv.conf is not a symlink then bind9 still refuses to start.
And if I make resolv.conf a symlink then postfix barfes on the bind9
start. Right now I have resolv.conf as a symlink and removed the cp
instruction from the postfix file so that bind9 works fine for me right
now.

I've updated Markus K's patch to also check for Cisco's proprietary VPN
client (interface name cipsec0). This happens to work for me because my
VPN only uses DNS over the VPN so no matter what happens locally
resolv.conf shouldn't change.
