Agree with you that is something they need to fix. I have sent mail to
HiSilicon and their VGA card vendors and they replied some for confirming
and understand questions or our requests. I will push them again.

I have installed a version of the kernel which ignores the capabilities
of the PCI bridge when determining whether a device can be the boot
device. With this patched kernel, X starts without needing a config
file.
This confirms:

Sorry, xorg is certainly nonsense... I just ran "ubuntu-bug" and
selected "Other problem". As all the following options where related to
display problem, I selected "I don't know". That's how I ended up filing
it against xorg.

That happens to me also on Ubuntu Gnome 17.04. It's not random though
but rather when the screen shuts off after I leave the computer
inactive. When I turn the screen back on, it's 90 degrees clockwise (and
quite puzzling to get the mouse working to be able to reboot because of
muscle memory).

The problem is only reproducible with some Kernel versions, how can it not be
related to the Kernel?
I actually have a Sky Lake, not a Haswell like the reporter.
So maybe one of those commits for Baytrail caused a regression on other Intel
Graphics processors?

I don't think this is needed for yakkety, since it won't get a new mesa
